BILL COOPER

William “Bill” Cooper is a seasoned attorney, executive, and energy policy leader with more than two decades of experience spanning the legal, regulatory, governmental affairs, public relations, and energy sectors. Licensed to practice law in Tennessee and the District of Columbia, he has built a distinguished career advising organizations, government leaders, and industry stakeholders on complex energy, infrastructure, and public policy matters. Bill is a Partner at Torridon Law PLLC representing clients in energy, government and regulatory affairs, and strategic communications and a Member at The Ingram Group focusing on general consulting in and out of the energy world. Previously, he served as Vice President, General Counsel, Chief Compliance Officer, and Corporate Secretary of Golden Pass LNG Terminal LLC, where he provided strategic leadership across legal, compliance, governance, public affairs, and government relations functions for one of the nation’s most significant liquefied natural gas export projects. 

Bill’s public service includes senior leadership roles at the U.S. Department of Energy, where he served as General Counsel, Acting Executive Director of Public Affairs, and Senior Policy Advisor to the Deputy Secretary. In these positions, he advised department leadership on a wide range of national energy, environmental, and regulatory issues while overseeing legal and communications teams supporting the Department’s mission. He also played influential roles on Capitol Hill, serving as Senior Policy Advisor and Staff Director for the House Committee on Natural Resources and as Counsel to the House Committee on Energy and Commerce. During his congressional service, he helped draft and negotiate landmark energy and infrastructure legislation, including the Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA), the Pipeline Safety Improvement Act, and key provisions of federal energy policy legislation.

Before returning to government service, Bill served as President and Executive Director of the Center for Liquefied Natural Gas, where he led advocacy efforts before Congress, federal agencies, and the White House, helping shape national LNG policy and public understanding of the industry. His career also includes private practice leadership roles, corporate counsel responsibilities, and extensive experience in negotiations, compliance, litigation, corporate governance, and organizational management. Widely respected for his strategic thinking, leadership, and deep knowledge of energy policy, Bill has consistently operated at the intersection of law, business, and government to advance critical energy initiatives and public policy objectives.
